I am outfitting my off road truck with a snorkel system. I need a rubber hose that can withstand the heat of an engine compartment, is completely water resistant, highly flexible, and will not collapse. Will this PVC hose work for that type of application?

I think for this application you would be better off going with a wire reinforced rubber hose. I will email you some information on what I think will work best.
